What's in a Mil-Spec Fastener Certification Package
The single most common reason a mil-spec fastener order gets held up isn’t the hardware — it’s the paperwork. A quality department opens the box, checks the cert package against the PO, and finds a lot number that doesn’t match, a missing material test report, or no plating cert for a part that clearly has a finish on it. The order gets kicked back, and now everyone’s waiting. This guide walks through what actually belongs in a mil-spec certification package, in plain language, so you know what to ask for on the front end and what to check for when the package arrives.

Certificate of Conformance (C of C)
The certificate of conformance, usually just called the C of C, is the manufacturer’s written statement that the parts in the shipment were made to the specification called out on the order — the right dimensions, the right material, the right mechanical properties, made under the manufacturer’s quality system. It’s the document your quality department is checking against the PO line by line: part number, spec and revision, quantity, lot number, and a signature or authorized statement from the manufacturer.
A C of C by itself isn’t proof of anything — it’s a statement, not a test result. That’s why it’s paired with supporting documents like material test reports for the underlying material claims. But it’s the top-level document that ties the shipment to the spec, and it’s the first thing a receiving inspector will look for.
Material Test Reports / Mill Certs
A material test report, sometimes called a mill cert or MTR, comes from the mill that produced the raw material — the steel, alloy, or titanium the fastener was made from. It documents the actual chemical composition and mechanical properties of that specific heat or lot of material, verified by physical testing at the mill, not just a statement that it meets spec.
This is the document that carries the melt and manufacture information relevant to specialty metals and domestic sourcing requirements. If your contract has a DFARS specialty metals clause, the mill cert is usually where a country of melt gets documented (see our DFARS-Compliant Fasteners Guide for more on that). A complete package traces the mill cert to the specific lot of fasteners in your shipment — not just “a mill cert for this part number generally.”
Plating and Processing Certs
If the spec calls for a finish or a secondary process — black oxide, cadmium plating, zinc plating, a self-locking thread element — that process needs its own certification from whoever performed it, separate from the base fastener manufacturer’s C of C. A processing cert documents the specification the process was performed to (for example, black oxide per MIL-DTL-13924, or plating per QQ-P-416), the lot processed, and confirmation that the processor’s own quality controls were followed.
This is one of the most common gaps in a rushed cert package: the fastener manufacturer’s paperwork is clean, but the plater’s cert never made it into the folder, or it references a different lot number than the parts actually shipped. A complete package ties every process cert to the same lot as the base hardware.
DFARS Flow-Down Statements
Many defense contracts require suppliers further down the chain to certify compliance with specific DFARS clauses — most commonly the specialty metals clause, DFARS 252.225-7009, which restricts certain metals to domestic or qualifying-country melt and manufacture. A flow-down statement is the supplier’s written certification that the applicable clause has been met for the parts supplied.
Whether you need a flow-down statement, and which clause it needs to reference, depends on your specific contract. State it explicitly on your RFQ if your contract requires it — don’t assume it’s automatically included with every mil-spec order. The Lot Traceability Chain: Mill to Delivery
Lot traceability means every document in the package — mill cert, fastener manufacturer’s C of C, plating cert, packing list — references the same lot number, and that lot number can be traced back through each step: raw material heat, fastener manufacture, secondary processing, and final shipment. If any link in that chain breaks — a processor that doesn’t reference the incoming lot, a distributor that repackages without preserving lot identity — the traceability chain is broken, even if every individual document looks fine on its own.
This is the practical reason we work through authorized master distributors and qualified processors rather than opportunistic sourcing: an unbroken chain depends on every party in it actually preserving lot identity, not just having a cert on file somewhere. Common Reasons Quality Departments Reject Cert Packages
Most cert package rejections come down to a handful of recurring problems:
- Lot number mismatch — the lot number on the C of C doesn’t match the lot number marked on the parts or packaging.
- Missing process certs — a finish is visibly present (plating, black oxide) but no corresponding processing certification was included.
- Wrong spec revision — the cert references an earlier or later revision of the spec than what was ordered.
- No material test report — only a C of C was provided with no underlying mill cert to support the material claim.
- Missing DFARS flow-down — the contract requires flow-down language and it wasn’t included, or references the wrong clause.
- Incomplete quantity documentation — the cert covers a larger lot than what was actually shipped, without a clear split or partial-lot statement.
- Illegible or unsigned documents — scanned certs missing a signature block, date, or legible part number.
Most of these come from stitching together hardware and processing from multiple loosely-coordinated sources. Assembling the full package under one point of accountability — hardware sourcing and processing management together — is the most reliable way to avoid them.
Buyer’s Checklist: What to Confirm Before You Order
- Spec and revision — confirm the exact spec number and revision your drawing calls out, and that the quote references the same revision.
- Certificate of conformance — confirm it will be provided and will reference the specific lot shipped.
- Material test report — confirm a mill cert will be provided for the base material, traceable to the same lot.
- Processing certs — if the spec calls for plating, black oxide, or a self-locking element, confirm a separate processing cert will be included for each.
- DFARS flow-down — if your contract requires it, state the specific clause on your RFQ and confirm it will be included.
- Lot traceability — confirm the supplier can trace the lot from mill through any secondary processing to delivery, not just provide a cert with a lot number on it.
- Ship-to address — confirm domestic delivery; mil-spec and aerospace hardware from Eugene Fastener ships to U.S. addresses only.
Confirm all of this at the RFQ stage, before the order is placed. It’s far easier to adjust a quote up front than to resolve a rejected cert package after the parts have shipped.
Frequently Asked Questions
What’s the difference between a C of C and a material test report?
A certificate of conformance is the manufacturer’s statement that the finished part meets the called-out spec. A material test report documents the actual tested properties of the raw material the part was made from, verified at the mill. The C of C typically references the material test report as supporting evidence — they’re not interchangeable, and a complete package includes both.
Do I need a plating cert if the part is only black oxide coated?
Yes. Black oxide is a coating process like any other, and if your spec calls it out (for example, per MIL-DTL-13924), the processor who applied it should provide a cert documenting that the process was performed to that spec on the lot shipped.
Is DFARS flow-down language automatically included with every mil-spec order?
No. Whether you need DFARS flow-down language, and which clause it references, depends on your specific contract. State your requirement explicitly on the RFQ so it can be confirmed and included before the order is quoted.
What does “lot traceability” actually mean in practice?

It’s a chain, and it’s only as strong as its weakest link.
Can you provide certification packages for parts you didn’t originally sell us?
No. A traceable certification package has to start with hardware sourced through a traceable chain from the beginning. We can’t retroactively certify hardware that didn’t come through us or an authorized master distributor with documented traceability.
